National preschool education inquiry report "for all our children" by Kathy Walker was commissioned by the Australian Education Union (AEU).
The report of this Inquiry outlines the case for a free preschool year for all children in the year before school and recommends that two year preschool be provided for Ingenuous young children. It specifies a range of conditions that are necessary to ensure a quality experience including that the preschool program be staffed by at least one person with an early childhood teaching degree plus a teacher's assistant and that the group size be not more than twenty. Early Childhood Australia congratulates the AEU and the author on the report which makes substantial recommendations and is unequivocal on issues of quality and equity within the parameters set by the Inquiries terms of reference.
