Request for Proposals: Early Childhood Education and Care Pay & Conditions Research
The Purpose of the Research
ECA is seeking proposals, on behalf of all governments, from suitably qualified organisations, consortiums or groups with industrial relations expertise to undertake research to explore and identify the structural barriers to, and strategies for, improving pay and conditions in the ECEC sector.
The research will inform national approaches to improving pay and conditions in the ECEC sector. Findings of the research will be considered by all governments.

Selection Criteria
Proposals will be assessed using the criteria listed below:
- Must have expertise in industrial relations negotiation and reform
- Must demonstrate an understanding of the ECEC industrial relations contexts across all jurisdictions
- Must demonstrate an understanding of the impact of other industrial reforms such as increases to the minimum wage and gender pay equality
- Must be able to complete the work within six months.
- Demonstrated experience undertaking research for application by government
- The proposal is targeted reflects value for money
